JSI is currently recruiting for a Director of Finance & Operations for the anticipated Technical Assistance Program under the USAID-funded Next-Generation Global Health Supply Chain.

 

The purpose of this activity is to provide technical assistance to strengthen supply chain and pharmaceutical systems to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable health commodities. This position is contingent upon an award from USAID. 


Job Summary:

The Director of Finance & Operations (DFO) is responsible for the efficient and effective management of the financial, contractual, and operational aspects of the project. Management functions include oversight of project finances (accounting, budget management, reporting), sub award and subcontract management, procurement, and ensuring activities are implemented in compliance with JSI and USAID policies and contractually specific requirements. The DFO will work closely with the Centralized International Division Finance & Operations team for country level implementation of project activities and overall adherence to JSI policies and procedures. The DFO will report directly to the Task Order Director and supervise the project finance and operations staff.


Responsibilities include:


  • Oversee the financial, contractual, and operational management of the project in

    compliance with JSI policies and procedures and donor regulations, in close

    collaboration with the Project Director;

  • Guide and oversee human resource activities affecting the project, including but not

    limited to, hiring, termination, and implementation of JSI policy;

  • Monitor activity implementation to ensure compliance, and coordinate and foster

    sharing of information to establish consistency in project finance and operations;

  • Oversee project contracting and consultant administration. Develop, negotiate and

    manage sub-agreements, grants, and/or contracts with partners and other

    collaborating organizations;

  • Manage the development of project budgeting, budget tracking, and financial

    communication/reporting process and systems;

  • Oversee the preparation and submission of monthly internal financial reports,

    quarterly donor financial reports and invoices, and other financial reports required by

    the agreement, and oversee the response to periodic USAID requests for pipeline

    analysis and projected expenses;

  • Oversee the monitoring of project cost-share generation, tracking and reporting (as

    applicable);

  • Coordinate closely with the Centralized International Division Finance & Operations

    Team to organize F&O support and management for project country-based activities;

  • Develop approaches to contain costs, improve systems, mitigate risks and

    streamline financial management across the project;

  • Liaise with USAID on project issues related to finance, contracts and administration;

  • Draw upon the expertise of the Centralized F&O team and other central functions for

    issues related to administration, contracts, finance, human resources and program

    management;

  • Supervise F&O staff and provide capacity-building support to other program staff to

    enhance their knowledge of client rules and regulations; and

  • Perform other duties as determined by the Project Director.


 

Qualifications include:

  • Masters degree required in business administration, finance, accounting, or other

    relevant field;

  • Minimum 10 years of work experience (6 years USAID/USG funded) on international

    development projects in a senior level finance and operations position with an emphasis on

    global, large scale, complex projects ($50 million USD);

  • Demonstrated leadership experience in the areas of financial, operations, and

    program management;

  • Demonstrated knowledge, skills, and experience in accounting, financial planning

    and management, and procurement, among other management support

    areas/functions, as required;

  • Experience in developing and managing a donor funded grants program;

  • Demonstrated interpersonal, supervisory skills, and ability to manage professional

    relationships and delegate tasks;

  • Previous experience in the implementation of health or development programs in

    sub-Saharan Africa and/or Southeast Asia is preferred; and

  • Demonstrated ability to analyze, assess and organize information and communicate

    to a diverse audience effectively.


Salary commensurate with experience.
